WHAT IS COBRA?
COBRA (Critical Operations Baseline, Response & Analysis) is a multi-platform operational coordination and planning platform designed to support modern emergency response, preparedness, and incident management operations. Built to assist military, government, law enforcement, emergency management, and public safety organizations, COBRA provides a unified operational environment for planning, coordination, analysis, and situational awareness across complex all-hazards events.
The platform was developed to help address many of the operational challenges organizations face during time-sensitive incidents, including fragmented data systems, delayed analysis, limited field mobility, and multi-agency coordination gaps. By integrating operational mapping, scenario modeling, environmental analysis, routing tools, and resource coordination into a single platform, COBRA helps organizations improve operational visibility and decision-making across command centers, planning cells, and field operations.
COBRA supports a wide range of operational and preparedness activities, including incident planning, training exercises, hazard analysis, operational coordination, and after-action review. The platform includes capabilities such as live incident mapping, CBRN and fallout modeling, NOAA weather integration, distance and routing tools, location and asset management, archive functionality, and multi-platform access across desktops, laptops, tablets, and mobile devices.

ABOUT THE FOUNDER
COBRA was founded and developed by Alexander Prezioso, whose military and operational experience played a direct role in the platform’s creation and design. Through years of service supporting state and federal activations, emergency operations, incident response missions, and homeland security activities, he recognized the operational challenges organizations often face during planning, coordination, training, and real-world emergency events.
As a member of the New York Homeland Response Force (HRF), Alexander participated in numerous mission environments involving emergency preparedness, operational coordination, and all-hazards response activities. Those experiences highlighted the need for a more unified operational platform capable of improving situational awareness, planning efficiency, communication, and coordination across command, planning, and field operations.
COBRA was originally developed to help fill operational gaps identified during planning and training environments by providing a centralized platform for mapping, modeling, analysis, operational coordination, and real-time decision support. The platform continues to evolve with a focus on supporting military, government, emergency management, law enforcement, and public safety organizations operating in complex and rapidly changing environments.
